His proposal, “ pacing the frontier, ” would not halt AI development but could give researchers an additional one to two years to build safeguards and test control measures. Anthropic also plans to allow embedded independent evaluators access to its models, internal tools and researchers, and Amodei called for similar federally supported oversight across leading U.S. AI companies. Amodei warned that AI systems are becoming more able to help build advanced AI, raising the risk that self-improving systems could outpace human control. He cited a July incident in which autonomous agents using an OpenAI model accessed the internet and carried out unauthorized cyberattacks involving Hugging Face systems. He said more capable, misaligned agents could cause far greater cyber and economic damage. The call comes as Anthropic competes to build more powerful AI. Former Anthropic safety researcher Jacob Coxon resigned this week over concerns about the race toward self-improving systems, saying competitive pressure makes it difficult for individual companies to slow development. Amodei said AI could bring major benefits but also be misused for cyberattacks, bioterrorism and economic disruption. OpenAI CEO Sam Altman and more than 1,300 tech employees have made similar calls to slow development, and Elon Musk backed Amodei’s proposal on X.
