The plan follows a non-compliance decision adopted in May 2026, in which the Commission found that Temu had failed to meet its risk assessment obligations and imposed a €200 million fine. Under the action plan, Temu will conduct a platform-specific risk analysis and use reliable metrics to assess the effectiveness of measures aimed at mitigating the dissemination of illegal products.
