We explain the backstory of this rapid U-turn. The small-parcel tax imposed by France won’t be around for long. Introduced on March 1, 2026 to curb the surge of packages from Asian platforms such as Shein , Temu and AliExpress , it is suspended as of Wednesday, July 1, 2026 , the government announced on Tuesday, June 30. In plain terms, French consumers will no longer see this two-euro surcharge per category of item applied to orders from China. Why has France suspended its tax on small parcels? The timing isn’t accidental. On Wednesday the European three-euro duty on small parcels goes into effect, and Paris no longer wants to run the two schemes in parallel. The office of Trade Minister Serge Papin confirmed to AFP: in a single market, keeping only the national tax in addition to the new European duty is no longer justified. Most notably, the measure quickly hit its limits. Platforms found a workaround, routing their goods by air to other European countries before trucking them into France. The result: an estimated 90% shift in volume since March 1, according to the General Directorate of Customs. Revenue has suffered as a result. The tax was bringing in only 2.3 million euros per month, well short of the 400 million expected for the year. France, hungrier for revenue than its neighbors, risked hitting its own consumers hardest between July and November. How does the new three-euro European tax work? From this July 1, 2026 , every type of item contained in a parcel under €150 ordered from Asian platforms will be subject to a flat-rate customs duty of €3. After France, Europe is taxing small parcels in turn. The objective announced by Brussels is twofold: shield consumers from products that are sometimes dangerous or non-compliant, and defend European traders against competition deemed unfair. With 4.6 billion small packages arriving in 2024, customs controls had become virtually unmanageable. Which parcels are subject to the €3 customs charge? The tax is assessed by category of goods, not by parcel. Can platforms sidestep the European tax? Brussels says it is keeping a close eye on avoidance schemes, such as routing through third countries (Switzerland, for example). These practices are already illegal, with duties charged based on the product’s country of origin rather than the country from which it is shipped. Another avenue for the e-commerce giants: building vast warehouses in Europe to import in bulk, above the €150 threshold, then sell to consumers retail. A scheme that skirts the €3 threshold but, paradoxically, makes the job easier for customs officers.
