The updated policy, published through the platform’s US Academy on Tuesday, applies to both merchants and content creators and sets out detailed rules covering giveaways, auctions, mystery products, and livestream sales. TikTok’s guidance makes clear that users cannot charge customers for the chance to win a prize, receive a mystery reward, or take part in activities built around luck or random outcomes. The policy specifically prohibits gambling-related content, including raffles, lotteries, wagers, sweepstakes, lucky draws, spin wheels, and similar promotions. Even giveaways face tight controls. TikTok says free giveaways must use its official LIVE Giveaway feature and must not rely on lucky spins, wheels, draws or other chance-based methods to select winners. Entry must also remain free. Sellers who break the rules could face enforcement measures ranging from listing removals and refunds to the loss of selling privileges and access to platform features. Big Tech takes a very different approach to gambling TikTok’s position stands out because it largely removes gambling and chance-based promotions from TikTok Shop altogether. Other major technology platforms have taken a different route, choosing to allow gambling advertising as long as operators meet local licensing and compliance requirements. Google has gradually expanded opportunities for regulated gambling operators, including a recent decision to allow certified online gambling companies to bid for YouTube Masthead placements , one of the platform’s most visible advertising products. Meta follows a similar model on Facebook and Instagram, where gambling advertising is permitted once operators complete the platform’s approval process. That approach has not always gone smoothly. Regulators and gambling trade groups across Europe have repeatedly argued that illegal operators continue to reach consumers despite platform policies. In the UK, Gambling Commission executive director Tim Miller criticised Meta over the presence of ads from black-market gambling operators , particularly those promoting services outside the GamStop self-exclusion system. The Netherlands has also become a battleground. Licensed gambling trade association VNLOK recently took legal action against Meta after claiming the vast majority of gambling adverts targeting Dutch consumers came from unlicensed operators. Even Dutch lawmakers have moved to strengthen the powers of the Kansspelautoriteit (KSA), potentially allowing it to target digital platforms themselves rather than only the advertisers. Regulators and tech firms push for partnership Faced with growing pressure, regulators and gambling companies are increasingly working directly with technology firms instead of relying solely on enforcement notices. Nordic operator Paf recently launched a pilot programme with Meta aimed at helping the platform identify unlicensed gambling advertisers more quickly. In Ukraine, gambling regulator PlayCity has established direct reporting channels with Meta, Google , TikTok, YouTube and Kick to speed up the removal of illegal gambling promotions. Still, TikTok has once again made it clear that there’s no room for any kind of gambling promotion on its platform. Join us on for early access to the latest igaming videos!
